  1. LORD JUSTICE SCHIEMANN: The case listed is listed apparently as an application for permission to appeal a decision of Jackson J on 8th March 2000 when he refused Mr Ashwini Kumar Singh permission to apply for judicial review. I put it that way because on the form the application is that application be granted for permission for judicial review of the decision of the High Court dated 9th March 2000.
  2. It appears that Mr Singh did not turn up in front of Jackson J. Jackson J recorded that he saw no merit in the application having considered argument on the other side.
  3. Today again, Mr Singh has not favoured us with his presence. He was warned by letter of 1st March, it appears, that his application would be listed today, but he has not appeared. Nothing in the papers leads me to suppose that permission should be granted, and I do not do so.
  4. This application is dismissed.
  5. (Application dismissed; no order for costs).
