1. LORD JUSTICE DYSON: This is a renewed application for permission to appeal against a decision of His Honour Judge Bradbury of 14 October 2002. It is by way of a second appeal. Accordingly, it would not be right to grant permission unless it is demonstrated that the proposed appeal raises an important point of principle or practice.
2. The appellant has acted in person. He has not appeared today. It is now 10.40 am, the case having been listed for 10.30 am, nor has he communicated with the court to communicate why he has been unable to attend today. I have read the papers. I regard this a hopeless application. I see no reason for not dismissing it without further ado in circumstances where the appellant has not even taken the trouble to attend to make his application or to explain why he has been unable to do so.
3. Accordingly this application is dismissed.
