SOCIAL WELFARE (TREATMENT BENEFIT) (TEMPORARY FINANCIAL PROVISIONS) REGULATIONS, 1952.

SOCIAL WELFARE (TREATMENT BENEFIT) (TEMPORARY FINANCIAL PROVISIONS) REGULATIONS, 1952.

The Minister for Social Welfare in exercise of the powers conferred on him by sections 3 and 66 of the Social Welfare Act, 1952 (No. 11 of 1952) and of all other powers enabling him in this behalf, hereby makes, with the sanction of the Minister for Finance, the following Regulations:--

Citation.

1. These Regulations may be cited as the Social Welfare (Treatment Benefit) (Temporary Financial Provisions) Regulations, 1952.

Commencement

2. These Regulations shall come into operation on the 5th day of January, 1953.

Interpretation.

3. In these Regulations unless the context otherwise requires :--

" the Act " means the Social Welfare Act, 1952 ;

" existing contributors " means persons whose insurance under the National Health Insurance Acts, 1911 to 1952, was effective immediately before the appointed day ;

and other expressions have the same meanings as in the Act.

4. Any moneys out of the amount made available for additional benefits under section 3 of the National Health Insurance Act, 1942 , (No. 5 of 1942) which are unexpended on the 5th day of January, 1953, may on or after that date be expended in the payment of the cost of any additional benefit, authorised before the said date, or of any treatment benefit given to existing contributors and existing beneficiaries.

5. Unexpended moneys carried forward under these Regulations shall not be reckoned for the purposes of the limitation on expenditure on treatment benefit imposed by subsection (3) of section 25 of the Act.
