EUROPEAN COMMUNITIES (PROTEIN FEEDINGSTUFFS) (AMENDMENT) REGULATIONS, 1999.

I, JOE WALSH, Minister for Agriculture, Food and Rural Development, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 ( No. 27 of 1972 ), and for the purpose of giving effect to Council Directive 95/69/EC of 22 December 1995¹ , Council Directive 96/25/EC of 29 April 1996² , Council Directive 99/20/EC of 22 March 1999³ and for the purposes of giving further effect to Council Directive 82/471/EC of 30 June 1982⁴ as amended hereby make the following Regulations.

1. (1) These Regulations may be cited as the European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1999.

(2) The European Communities (Protein Feedingstuffs) Regulations, 1986 to 1996, and these Regulations may be cited collectively as the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1999.

2. (1) Regulation 4(1) of the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1999 is amended by the insertion of the following:

“(c) the establishment or intermediary putting products referred to in Chapter 1.1(a) of Council Directive 95/69/EC of 22 December 1995 into circulation meets the conditions laid down in Article 2 or Article 3 of that Directive, as appropriate. These provisions shall apply without prejudice to Article 4(2) of Directive 95/69/EC.”

2. (2) In the first Schedule of the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1999 for the products referred to in Chapter 1, point 1(a) of Directive 95/69/EC, in column 7 (`special provisions'), the clause

“-- as from 1 April 2001: approval number”

shall be added as a final indent to the details to be given on the packaging of the product, on the container or on the label affixed thereto.

3. The following regulations are hereby revoked:

European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1990. European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1991. European Communities (Protein Feedingstuffs) (Amendment) Regulations, 1994

These Regulations amend the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1996, so as to give effect to Council Directives 95/69/EC, 96/25/EC and 99/20/EC.
