55.(1) The Ministry shall make such arrangements as it considers expedient for securing that there shall be available sufficient facilities for the training of teachers for service in schools and other educational establishments in Northern Ireland [and for the determination of the numbers and qualifications, and for the selection, of students to undergo such training]. (2) The Ministry may, with the approval of the Ministry of Finance and subject to such conditions as the Ministry may determine, make grants in respect of expenditure incurred or to be incurred by any persons for the purposes of this Article. (3) Any facilities for the training of teachers recognised by the Ministry and available at the date of the coming into operation of this Order shall be deemed to be facilities provided under this Article. (4) The Ministry may make such regulations, including regulations regarding [the admission of students and] the certification of teachers, as appear to it to be necessary or proper for the purposes of giving full effect to this Article. [(5) The managers or governing body of a college of education or the board responsible for the management of an institution of further education shall comply with any directions of the Department, given after consultation with them, as to the number of students of different categories to be admitted in any period to any course of instruction provided by them for the training of teachers or as to the discontinuance of any such course.]
