14.(1) Any application to the Ministry for planning permission (a)shall be made in such manner as may be prescribed; and (b)shall include such particulars, and be verified by such evidence, as may be required by the regulations or by any directions given by the Ministry thereunder; and [(c)shall be accompanied by the prescribed fee.] (2) Provision shall be made by regulations for regulating the manner in which applications for planning permission to develop land are to be dealt with by the Ministry and in particular (a)for requiring the Ministry before granting or refusing planning permission for any development to consult with the appropriate district council and with such authorities or persons as may be prescribed; (b)for requiring the Ministry to give to any applicant for planning permission, within such time as may be prescribed, such notice as may be prescribed as to the manner in which his application has been dealt with.
