36.(1) The head of the Department (a)shall appoint an officer of the Department as the Commissioner of Valuation for Northern Ireland (in this Order referred to as "the Commissioner"); and (b)may appoint such an officer as a deputy to act in the stead of the Commissioner. (2) For the purposes of this Order, Northern Ireland shall be divided into such valuation districts as the Commissioner may determine, and, in respect of each such district, the Department shall appoint an officer of the Department as the district valuer. (3) With the approval of the Commissioner any district valuer may act in the stead of any other district valuer. (4) The Department shall continue to maintain the offices of the Commissioner known as the Valuation Office, and shall appoint such officers to the Valuation Office as the Department considers necessary for the purpose of assisting in the discharge of any functions of the Commissioner and of district valuers. (5) Without prejudice to the functions conferred on district valuers by this Order, the Commissioner shall supervise the officers appointed under paragraph (4), and district valuers, and may assign to them their functions. (6) The functions under this Article of the Department or the head of the Department shall be exercised subject to the approval of the Department of the Civil Service.
