Summary: The complainant requested information relating to a school near to his home. The complainant made further requests to the same theme and the public authority deemed those requests as vexatious. In reaching a decision, the Commissioner took into account the tone and affect of the correspondence sent to the public authority by the complainant. It was felt that the criteria set out in Awareness Guidance 22 was met and the complaint was not upheld, the Commissioner finding the public authority had correctly applied section 14.
