Summary: The complainant made a request for the amount BBC Wales had paid over the last three years to secure the rights to cover international rugby and football. The BBC argued that the request was for information held for the purposes of art, journalism or literature and was therefore derogated. The Commissioner upholds the BBC-™s position that it is not obliged to comply with Parts I to V of the Act in relation to this request and does not require it to take any further action.
