Summary: The complainant requested information from the council regarding its decision to settle claims in relation to the phasing out of the Voucher Parking Scheme. The Council refused to disclose the information by virtue of section 42(1) of the Act. The Commissioner has investigated and concluded that the information is exempt by virtue of section 42(1) and that the public interest in maintaining the exemption outweighs the public interest in disclosure of the information.
