Summary: The complainant made a series of requests to the BBC for information relating to the handling of complaints received about an edition of -˜Panorama-™, and costs associated with the programme. The BBC stated that the requested information fell outside the scope of the Act because it is information held for the purposes of art, journalism or literature. The Commissioner-™s decision is that the BBC correctly determined that the requested information is held to a significant extent for the purposes of art, journalism or literature. Therefore the BBC is not obliged to comply with Parts I to V of the Act.
