Summary: The complainant requested the names of courts to which the BBC had applied for search warrants to determine the illegal use of a television receiver over a 5 year period. The BBC refused to disclose the information and relied on section 31(1)(a),(b),(d) and (g). The Commissioner decided that none of the exemptions at section 31 were engaged and that the information should be disclosed. The Commissioner also recorded a number of procedural breaches.
