Summary: The complainant wrote to the Cabinet Office (-the CO-) and addressed his FOIA requests to the Minister for Cabinet Office. His first request (8 January 2011) concerned the responsibilities of the CO and his second request (18 March 2011) asked for details of the training received by the Parliamentary Counsel staff on the Big Society. The CO relied on section 14 (Vexatious requests) to refuse to provide the requested information. The Information Commissioner-s decision is that the CO appropriately applied section 14 of the FOIA in both cases. However, the Commissioner finds the CO in breach of section 17(5) in not responding to the complainant-s requests within 20 working days of the requests. The Commissioner requires no steps to be taken.
