Summary: The complainant requested information about bullying, harassment and compromise agreements at all schools within the London Borough of Sutton, with particular focus on one school. The Commissioner-™s decision is that the London Borough of Sutton [the council] has provided the complainant with all of requested information that it holds relevant to the scope of the request. The Commissioner does not require the council to take any further action. The complainant appealed. The appeal was disposed of by way of a consent order (EA/2012/0080). That consent order upheld the complainant-™s appeal, substituting the Commissioner-™s Decision Notice with one finding that the council had not provided the complainant with all of the information he had requested and had therefore not complied with the Freedom of Information Act.
