Summary: The complainant has requested the disclosure of an internal audit report regarding the demolition of Boothen Methodist Church. The Commissioner-s decision is that Stoke-on-Trent City Council (the -Council-) has failed to support its decision to withhold the majority of the report under regulations 12(4)(d), 12(4)(e), 12(5)(b), 12(5)(c), 12(5)(e) and 12(5)(f) of the EIR. He therefore requires the Council to disclose the withheld information to ensure compliance with the legislation.
