Summary: The complainant requested information from North West Leicestershire District Council (-the council-) relating to the preparation of a report about a restructure of senior management. The council provided some information and sought to withhold other information using the exemptions under section 36(2)(b)(i) (ii) and (c), 40(2) and 41(1) of the Freedom of Information Act 2000 (-the FOIA-). The Commissioner-s decision is that the council correctly withheld information using section 36(2)(b)(i) and (ii) of the FOIA, the exemption relating to prejudice to the candour of advice and deliberations. The Commissioner does not require any steps to be taken.
