Summary: The complainant requested information about a review of hospital services in Wales. The Welsh Government provided some information and withheld other information under various subsections of section 36 of the FOIA. The Commissioner-™s decision is that although the exemptions are engaged, the public interest in maintaining the exemptions does not outweigh the public interest in disclosure. The Commissioner requires the public authority to disclose the information withheld under sections 36(2)(b)(i), 36(2)(b)(ii) and 36(2)(c).
