Summary: The complainant has requested information on licences issued to boats at a particular mooring. The Canal and River Trust (CaRT) considered the information exempt on the basis of section 40(2) of the FOIA. The Commissioner-™s decision is that the information within the scope of the request could not be used to identify individuals and therefore the section 40(2) exemption has been incorrectly applied. The Commissioner requires the public authority to disclose the requested information.
