The complainant requested information regarding a concierge service which the council runs in his building. He requested details of how the concierge service was constituted. The Commissioner’s decision is that on a balance of probabilities no further information is held by the council for the purposes of section 1 of the Act. The Commissioner does not require the council to take any steps. Information Tribunal appeal EA/2014/0262 allowed.
