The complainant has requested the details and qualifications of a surveyor who determined that the soundproofing of his flat is appropriate. The Commissioner’s decision is that the Council is entitled to rely on section 14 of the FOIA as the grounds for refusing to comply with the complainant’s request. He finds that the information of a very limited value to the wider public interest and that the request represents an attempt to pursue a complaint in a matter where the local Government Ombudsman has already determined the Council has no responsibility. The Commissioner does not require the Council to take any further action in this matter.
