The complainant has requested information on the detection capabilities of the BBC in relation to the TV licensing regime and online services. The BBC refused the request on the basis of section 31(1)(a), (b), (d), (g) and 2(a). The Commissioner’s decision is that the BBC has correctly applied the provisions of section 31 and the public interest favours maintaining the exemption. She requires no steps to be taken.
