The complainant has requested records about the appointment of the Independent Reviewer of Terrorism Legislation (“IRTL”) from the Home Office (“HO”). The HO disclosed some information but refused to provide the remainder citing section 35(1)(a) (formulation of government policy) of the FOIA. The Commissioner’s decision is that section 35 is not engaged. She requires the HO to disclose the requested information.
