Knowsley Metropolitan Borough Council

The complainant requested legal advice from Knowsley Council (“the Council”) about Merseyside Dogs Home. The Council provided some information, but withheld the remainder under section 42(1) of the FOIA, stating that it was legally privileged. The Commissioner’s decision is that the withheld information is legally privileged, and that the balance of the public interest favours the exemption being maintained. She is therefore satisfied that it was withheld correctly under section 42(1). The Commissioner does not require the Council to take any steps.
