Breckland District Council

The complainant requested information from Breckland District Council (“the Council”) about grounds maintenance contracts for the Thetford area, specifically a copy of the relevant contract(s). The Council disclosed part of the relevant contract but withheld further information within the contract and the related GIS shapefiles under the confidentiality of commercial information exception under regulation 12(5)(e) of the EIR. The Commissioner’s decision is that the Council was entitled to rely on regulation 12(5)(e) of the EIR to refuse to provide the withheld information. The Commissioner does not require the Council to take any steps.
