The complainant has requested building control information about a loft conversion at a neighbouring property. Cardiff Council (‘the Council’) refused the request, citing regulation 13 (Personal data) of the EIR. The Commissioner’s decision is that the Council was entitled to apply regulation 13 of the EIR to refuse the request. The Commissioner requires no steps as a result of this decision.
