The Commissioner’s decision is that a request about a BBC ‘Panorama’ documentary that the complainant submitted to the Financial Conduct Authority (FCA) can be categorised as a vexatious request under section 14(1) of FOIA. The FCA is not obliged to comply with the request, and it is not necessary for the FCA to take any steps.
