The Commissioner’s decision is that, under section 22A of FOIA, the University of York (‘the University’) is entitled to withhold the requested information about the ‘Safe to Speak Up?’ report. This is because the information is associated with an ongoing programme of research and disclosing it prematurely would be likely to prejudice the University’s interests. It’s not necessary for the University of York to take any corrective steps.
