FE v Her Majesty's Revenue and Customs (CHB) [2022] UKUT 4 (AAC) (5 January 2022)

When a minor has acquired a right of permanent residence under art.16 in consequence of having previously lawfully resided for 5 years as a Chen child, her primary carer is entitled to a right of residence in order to give "useful effect" to the minor's rights which is a sufficient right to reside for child benefit purposes.
