Whether application for certification for contempt under rule 7A of General Regulatory Chamber Rules is a separate set of proceedings from the appeal proceedings from which the contempt application arises – whether First-tier Tribunal erred in law in joining the Information Commissioner to the rule 7A contempt proceedings where he did not consent to being joined and where his interests were not affected by the contempt proceedings.
