The requirement to hold a hearing before making a decision which disposes of proceedings, in rule 23(1) of the First-tier Tribunal (Health, Education and Social Care Chamber) Rules 2008, requires a hearing at which the parties' cases are considered. A preliminary hearing on procedural matters or a hearing which only considers part of a party's case is not sufficient.
