    DECISION
  1. This was an appeal against a default surcharge. After hearing the parties we announced our decision to dismiss the appeal and asked the parties whether they wished us to provide a formal decision setting out all our findings of fact and conclusions on the law. Neither of the parties required us to do so.
  2. We direct that the appeal be dismissed but would ask the Respondents to exercise their discretion to permit the Appellant time to pay.
  3. We had considerable sympathy for the Appellant whom we found frank and honest.
