The Minister of Housing and Local Government, in exercise of his powers under section 84 of the London Government Act 1963 and of all other powers enabling him in that behalf, hereby makes the following order:-
1. This order may be cited as the Greater London (Elections) Order 1964, and shall come into operation on 11th March 1964.
2. The Interpretation Act 1889 applies to the interpretation of this order as it applies to the interpretation of an Act of Parliament.
3. The Representation of the People Regulations 1950 (1) as amended (2) and the Election Petition Rules 1960(3)-
(a)shall apply in relation to Greater London and to elections of councillors of the Greater London Council as they apply in relation to an administrative county and to elections of county councillors;
(b)shall, without prejudice to section 1(6) of the London Government Act 1963 (which applies the Municipal Corporations Act 1882 to the London boroughs), apply in relation to London boroughs and to elections of councillors of London boroughs as they apply in relation to other boroughs and to elections of councillors thereof,
and accordingly any expression used therein which is also used in the Representation of the People Act 1949 shall, except as otherwise provided in this or any other order made under section 84 of the London Government Act 1963, have the same meaning as in the said Act of 1949 as applied and modified by the said Act of 1963.
4. In the Representation of the People Regulations 1950-
(a)in regulation 21, for the words "metropolitan borough", there shall be substituted, on and after 1st April 1965, the words "London borough" ;
(b)in regulation 35(2), for the words "for a borough which is not a metropolitan borough" , there shall be substituted the words "for a borough which is not a London borough".
5. In sections 12(7)(a) and 15(3)(a) of the Representation of the People Act 1949 (which make provision in relation to two addresses in the same area), the expression "borough" shall, until 1st April 1965, be construed as not including a London borough.
6. In Parts II and III of the Representation of the People Act 1949, the expression "appropriate officer" means
7. In regulation 52(1) of the Representation of the People Regulations 1950, the expression "clerk of the authority to which councillors are to be elected" means
8. If any register of local government electors published in the year 1964 is not so framed as to show the persons entitled to vote at any election of councillors of the Greater London Council or of a London borough, the appropriate registration officer shall make such re-arrangement of the register as may be necessary for the purpose of such election.
9. For the purpose of taking and receiving delivery of declarations of acceptance of the office of councillor of the Greater London Council prior to the first meeting of the Council, the clerk of the London County Council shall be deemed to be and shall act as the clerk to the Greater London Council and the office of the London County Council shall be deemed to be the office of the Greater London Council. Any such declaration so delivered to the clerk of the London County Council shall be transferred by him to the custody of the clerk to the Greater London Council forthwith upon the latter being appointed by the Greater London Council.
10. For the purpose of taking and receiving delivery of declarations of acceptance of the office of councillor of a London borough prior to the first meeting of the council of the borough, the person exercising the functions of the town clerk in relation to the first meeting of the council of the borough shall be deemed to be and shall act as the town clerk of the borough and the office of such person shall be deemed to be the office of the council of the borough. Any such declaration so delivered to such person shall be transferred by him to the custody of the town clerk of the borough forthwith upon the latter being appointed by the council of the borough.

This Order-
(a) ensures that the instruments mentioned in article 3 apply to elections for the Greater London Council and the London boroughs;
(b) makes certain adaptation of the regulations mentioned in article 4 and the Act mentioned in article 5;
(c) makes, in relation to the first election of councillors of the Greater London Council and of the London borough councils, certain further adaptation and provision in relation to the registers of electors and declarations of acceptance of office.
