The Secretary of State for Transport, in exercise of the powers conferred by section 43(2) and (6) of the Road Traffic Act 1972 and now vested in him(1), and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of that Act, hereby makes the following Regulations:-
1. These Regulations may be cited as the Motor Vehicles (Tests) (Amendment) (No. 3) Regulations 1985 and shall come into operation on 8th January 1986.
2. The Motor Vehicles (Tests) Regulations 1981(2) are hereby amended as follows:-
(a)in the regulations specified in column 1 of the Table below, for the letters and figures specified in column 2 of that Table there are substituted the letters and figures specified in column 3 of that Table-

(b)in regulation 15(1)(c), at the end add "or, in the case of a Class I or II vehicle, "VT 30M"";
(c)in regulation 15(3)(b), after "VTP 30" add "or, if it relates to a Class I or II vehicle, "VT 30M"";
(d)in regulation 16(2), after "VTP 30" add "or, if it relates to a Class I or II vehicle, "VT 30M""; and
(e)in regulation 16(2)(b), for "15(2)" there is substituted "15(3)".
3. During the period commencing on the date when these Regulations come into force and ending on 31st December 1986, examiners and inspectors may continue to issue or provide-
(a)inspection check lists on the form marked "VT 29";
(b)notices of refusal of a test certificate on the form marked "VT 21"; and
(c)notices of refusal of a test certificate where the braking test could not safely be carried out on the form marked "VT 22".

These Regulations amend the Motor Vehicles (Tests) Regulations 1981 in the following ways:-
(a) by providing for one form (VT 30) to be used in connection with motor vehicles other than motor bicycles as a combined inspection check list and notice of refusal of a test certificate (whether general or because the braking test could not safely be carried out) in place of three existing forms (VT 21, VT 22 and VT 29);
(b) by providing for a new form (VT 30M) to be used in connection with motor bicycles for the same purpose; and
(c) by correcting an erroneous cross-reference in the 1981 Regulations.
