The Secretary of State, in exercise of the powers conferred on him by section 21(1), (2) and (3) of the Oil and Gas (Enterprise) Act 1982 (1) (hereinafter referred to as "the Act"), and of all other powers enabling him in that behalf, hereby makes the following Order:-
1. This Order may be cited as the Offshore Installations (Safety Zones) (No. 4) Order 1987 and shall come into force on 24th January 1987.
2.-(1) A safety zone is hereby established around the installation specified in Column 1 of the Schedule hereto (being an installation maintained in waters to which section 21 of the Act (2) applies) having a radius of five hundred metres from the point as respects that installation which has the coordinates of latitude and longitude according to European Datum (1950) specified in Columns 2 and 3 of the Schedule.
(2) The prohibition under section 21(3) of the Act on a vessel entering or remaining in a safety zone without the consent of the Secretary of State shall not apply to a vessel entering or remaining in the safety zone established under paragraph (1) above-
(a)in connection with the laying, inspection, testing, repair, alteration, renewal or removal of any submarine cable or pipe-line in or near that safety zone;
(b)to provide services for, to transport persons or goods to or from, or under the authority of a government department to inspect, any installation in that safety zone;
(c)if it is a vessel belonging to a general lighthouse authority performing duties relating to the safety of navigation;
(d)in connection with the saving or attempted saving of life or property;
(e)owing to stress of weather; or
(f)when in distress.

(This note is not part of the Order)
This Order establishes, under section 21 of the Oil and Gas (Enterprise) Act 1982, a safety zone, having a radius of 500 metres from a specified point, around the installation specified in the Schedule to this Order and maintained in waters to which the section applies (these include territorial waters and waters in areas designated under section 1(7) of the Continental Shelf Act 1964 (c. 29)).
Vessels (which for this purpose include hovercraft, submersible apparatus and installations in transit) are prohibited from entering or remaining in the safety zone except with the consent of the Secretary of State or in the circumstances mentioned in Article 2(2) of the Order.
