The Secretary of State for Transport, in exercise of the powers conferred by section 6 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(1), and of all other enabling powers, and after consultation with the Secretary of State for the Home Department, hereby makes the following Order:
1. This Order may be cited as the A13 Trunk Road (New Road, Havering) (Prescribed Routes) Order 1988 and shall come into force on 17th October 1988.
2. In this Order-
"New Road" means that length of the London-Tilbury Trunk Road (A13) in the London Borough of Havering known as New Road;
"central reservation" means that part of New Road which separates the two carriageways of New Road for the safety and guidance of vehicles using that road;
"the junction" means the junction of New Road, Manor Way and Cherry Tree Lane;
"the westbound right-turn lane" means the traffic lane, being part of the westbound carriageway of New Road, which is bounded on its northern side by the central reservation, has a width of approximately 3.5 metres and extends from the junction eastwards for a distance of 8 metres;
"the westbound left-turn lane" means the traffic lane, being part of the westbound carriageway of New Road, which lies adjacent to the kerbline of that carriageway, has a width of approximately 4.5 metres and extends from the junction eastwards for a distance of 30 metres;
"the eastbound left-turn lane" means the traffic lane, being part of the east-bound carriageway of New Road, which lies adjacent to the kerbline of that carriageway, has a width of approximately 3 metres and extends from the junction westwards for a distance of 19 metres.
3. Every person causing any vehicle to proceed in the eastbound left-turn lane shall cause that vehicle to turn left into Cherry Tree Lane.
4. Every person causing any vehicle to proceed in the westbound right-turn lane shall cause that vehicle to turn right into Cherry Tree Lane.
5. Every person causing any vehicle to proceed in the westbound left-turn lane shall cause that vehicle to turn left into Manor Way.
6. Every person causing any vehicle to proceed in any traffic lane of the eastbound carriageway of New Road, other than in the eastbound left-turn lane, shall, upon reaching the junction continue eastwards.
7. Every person causing any vehicle to proceed in any traffic lane of the westbound carriageway of New Road, other than in the westbound right-turn lane and in the westbound left-turn lane, shall, upon reaching the junction continue westwards.
8. Article 11 of the Trunk Roads (Various Roads, Havering) (Prescribed Routes) Order 1973(2) is hereby revoked.
9. Nothing in this Order shall apply to anything done with the permission or at the direction of a police constable in uniform or of a traffic warden.
