The Minister of Agriculture, Fisheries and Food and the Secretary of State, acting jointly, being Ministers designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Economic Community, in exercise of the powers conferred upon them by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations:

Extent, citation and commencement

1. These Regulations, which extend to Great Britain, may be cited as the Hill Livestock (Compensatory Allowances) (Amendment) (No.2) Regulations 1991 and shall come into force on 18th July 1991. Amendment of the Hill Livestock (Compensatory Allowances) Regulations 1984

2. The Hill Livestock (Compensatory Allowances) Regulations 1984(3) shall be further amended in accordance with regulation 3 below.

3. In regulation 2 (interpretation):

(a)for the definition of "designated maps" there shall be substituted the following definition:

(b)for the definition of "eligible land" there shall be substituted the following definition:

Explanatory Note

(This note is not part of the Regulations)

These Regulations, which extend to Great Britain, further amend the Hill Livestock (Compensatory Allowances) Regulations 1984 which implement part of Council Directive 75/268/EEC (OJ No. L128, 19.5.75, p.1) on mountain and hill farming and farming in certain less-favoured areas, and comply with Articles 13 to 15 of Council Regulation (EEC) No. 797/85 (OJ No. L93, 30.3.85, p.1), on improving the efficiency of agricultural structures, as amended.

The Regulations extend the areas of land ("less-favoured areas") in respect of which compensatory allowances are payable, in accordance with Commission Decision 91/25/EEC (OJ No. L16, 22.1.91, p.25). Less-favoured areas are defined by reference to designated maps which are available for inspection during normal office hours at the addresses specified in the definition of designated maps (regulation 3). Copies of the maps may also be inspected during normal office hours at any Regional or Divisional Office of the Ministry of Agriculture, Fisheries and Food, at any Divisional Office of the Welsh Office Agriculture Department and at any Area Office of the Scottish Office Agriculture and Fisheries Department.
