The Secretary of State for Wales, in exercise of the powers conferred on him by section 54(1) and (2)(e) of the Local Government (Wales) Act 1994(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Local Government Reorganisation (Wales) (Special Grant) Order 1995 and shall come into force on 26th January 1995.
(2) In this Order, "new principal council" means a new principal council established under section 3 of, and Schedule 3 to, the Local Government (Wales) Act 1994.
2. The provisions of section 88B of the Local Government Finance Act 1988(2) shall apply to each new principal council as if it were a relevant authority within the meaning of that section.

Section 88B of the Local Government Finance Act 1988 ("the 1988 Act") enables the Secretary of State, with the consent of the Treasury, to pay grants (referred to as special grants) to relevant authorities.
This order, made under the Local Government (Wales) Act 1994, makes provision for the new principal authorities established by that Act to be treated as relevant authorities within the meaning of section 88B of the 1988 Act, so that the Secretary of State may pay special grants under that section to the new principal authorities.
