The Secretary of State in exercise of the powers conferred on him by sections 12(1)(i), 17(1)(j), 27(1)(j) and 146(2) of the Housing Grants, Construction and Regeneration Act 1996(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Housing Grants (Additional Purposes) (England) Order 2000 and shall come into force on 4th July 2000.
(2) This Order extends to England only.
2. In this Order, "the Act" means the Housing Grants, Construction and Regeneration Act 1996.
3. For the purposes of section 12 of the Act (renovation grants: purposes for which grant may be given), an additional purpose specified is the following-
to improve energy efficiency.
4. For the purposes of section 17 of the Act (common parts grant: purposes for which grant may be given), an additional purpose specified is the following-
to improve energy efficiency.
5. For the purposes of section 27 of the Act (HMO grants: purposes for which grant may be given), an additional purpose specified is the following-
to improve energy efficiency.
6. This Order shall not have effect in relation to an application for a grant made before the date on which this Order comes into force.

This Order specifies an additional purpose for which a grant under sections 12 (renovation grants), 17 (common parts grants) and 27 (HMO grants) of the Housing Grants, Construction and Regeneration Act 1996 may be given. That additional purpose is, in each case, to improve energy efficiency.
Works specified under section 12 or 27 become relevant works for the purposes of section 169 of the Local Government and Housing Act 1989 (c. 42) (powers of local authorities and Secretary of State as respects professional &c. services in relation to works).
This Order extends to England only.
1996 c. 53; the functions of the Secretary of State under sections 12(1)(i), 17(1)(j), 27(1)(j) and 146(2) are, so far as exercisable in relation to Wales, transferred to the National Assembly for Wales by article 2 of the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672, to which there are amendments not relevant to this Order); see the entry in Schedule 1 for the Housing Grants, Construction and Regeneration Act 1996.
