The Secretary of State, in exercise of the powers conferred on him by section 8 of the Animals (Scientific Procedures) Act 1986(1), hereby makes the following Order:
1.-(1) This Order may be cited as the Animals (Scientific Procedures) Act 1986 (Fees) Order 2000 and shall come into force on 1st April 2000.
(2) In this Order the "1986 Act" means the Animals (Scientific Procedures) Act 1986.
(3) This Order does not extend to Northern Ireland.
2.-(1) The fee payable by the holder of a certificate issued under section 6 (scientific procedure establishments) of the 1986 Act shall be determined as follows.
(2) In respect of the period of twelve months beginning on 1st April in any year, there shall be a fixed and a variable element of the fee.
(3) The fixed element for such a certificate which is in force for the whole or any part of that period is £170.
(4) The variable element is £153 for each person who during the whole or any part of that period holds a personal licence which specifies the establishment to which the certificate relates as the place where the licence is primarily available.
3. The fee payable by the holder of a certificate issued under section 7 (breeding and supplying establishments) of the 1986 Act in respect of the whole or any part of the period of twelve months beginning on 1st April in any year is hereby prescribed as £763.
4. In article 3 of the Animals (Scientific Procedures) Act 1986 (Fees) (No. 2) Order 1996(2), after the words "each subsequent financial year" there shall be inserted "until the financial year beginning on 1st April 1999".

This Order, which does not extend to Northern Ireland, prescribes the fees payable by the holder of a certificate issued under section 6 or 7 of the Animals (Scientific Procedures) Act 1986. The current fees payable by the holders of such certificates are those payable under the Order amended by article 4 of this Order (the amendment ensures that the new fees will be payable for any financial year after the one beginning on 1st April 1999). The fees are payable at the end of the year to which they relate.
Article 2 of this Order increases by £20 the fixed element for a certificate issued under section 6 of the 1986 Act and by £18 the variable element for such a certificate.
Article 3 of this Order increases by £88 the fee payable for a certificate issued under section 7 of the 1986 Act.
