The Secretary of State makes the following Order in exercise of the powers conferred by section 21(6) of the Fire and Rescue Services Act 2004(1).

In accordance with section 21(5) of that Act, the Secretary of State has consulted fire and rescue authorities or persons considered by the Secretary of State to represent them; persons considered by the Secretary of State to represent employees of fire and rescue authorities and any other persons the Secretary of State considers appropriate.

Citation, commencement and application

1.  (1)  This Order may be cited as the Fire and Rescue Authorities (National Framework) (England) (Revision) Order 2014 and shall come into force on 12th January 2015.

(2) This Order applies in relation to fire and rescue authorities in England only.

Revision to the Fire and Rescue National Framework

2.  (1)  The Fire and Rescue National Framework for England has effect from the date on which this Order comes into force with the revision, which appears to the Secretary of State to be significant, made to it by the Addendum.

(2) In paragraph (1)-

"the Addendum" means the document entitled "Addendum to the fire and rescue national framework for England – firefighter fitness" which was prepared by the Secretary of State for Communities and Local Government and published on 15th December 2014(2);

"the Fire and Rescue National Framework for England" means the Framework which was prepared by the Secretary of State for Communities and Local Government, published on 11th July 2012(3) and given effect by the Fire and Rescue Authorities (National Framework) (England) Order 2012(4).

EXPLANATORY NOTE

(This note is not part of the Order)

Section 21 of the Fire and Rescue Services Act 2004 requires the Secretary of State to prepare a Fire and Rescue National Framework for fire and rescue authorities in England. Fire and rescue authorities must have regard to the Framework in carrying out their functions.

Article 2 of this Order, which applies in relation to fire and rescue authorities in England only, gives effect to a revision of the Fire and Rescue National Framework for England which was published in July 2012.

The revision sets out steps that fire and rescue authorities should take to help ensure firefighters remain fit and are supported in remaining in employment.

A full impact assessment has not been produced for this instrument as no impact on the public, private or voluntary sectors is foreseen.
