Coming into force in accordance with article 1
1. This Instrument may be cited as The Highways England Company Limited (M49 Avonmouth Junction) (Slip Roads, Special Roads) Scheme 2017 Confirmation Instrument 2017 and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.
2. The Highways England Company Limited (M49 Avonmouth Junction) (Slip Roads, Special Roads) Scheme 2017 ("the Scheme") is hereby confirmed without modifications.
3. The Scheme as confirmed is set out in the Schedule hereto and copies of the Scheme with its accompanying plan are deposited at the offices of the Department for Transport, Room F13, Ashdown House, St Leonards on Sea, Hastings, East Sussex, TN37 7GA and at the offices of Highways England Company Limited, Lateral, 8 City Walk, Leeds LA11 9AT.

Regulation 3
Highways England Company Limited make this Scheme in exercise of its powers under Section 16, 17 and 19 of the Highways Act 1980 –
1. Highways England Company Limited are authorised to provide for the use of traffic of Classes I and II of the classes of traffic set out in Schedule 4 to the Highways Act 1980, special roads along the routes described in the schedule to this Scheme for the purpose of connecting the M49 Motorway with another highway at the place stated in that Schedule.
2. The centre line of each of the special roads is indicated by a heavy black line on the deposited plan.
3. Each of the special roads shall become a trunk road on the date when this Scheme comes into force.
4. In this Scheme –
(i) | "the special roads" | means the special roads which Highways England Company Limited are authorised by this Scheme to provide; |
(ii) | "the deposited plan" | means the plan marked "The Highways England Company Limited (M49 Avonmouth Junction) (Slip Roads, Special Roads) Scheme 2017", signed on behalf of, and carrying the common seal of Highways England Company Limited and deposited at the offices of Highways England Company Limited, Lateral, 8 City Walk, Leeds LS11 9AT; a duplicate copy has been deposited at the offices of the Secretary of State for Transport. |
(iii) | "the new roundabout" | means the new unclassified road roundabout to be constructed by Highways England Company Limited pursuant to, and lettered A in, "The Highways England Company Limited (M49 Avonmouth Junction) (Slip Roads, Special Roads) (Side Roads) Order 2017". |
5. This Scheme may be cited as "The Highways England Company Limited (M49 Avonmouth Junction) (Slip Roads, Special Roads) Scheme 2017".
Regulation 3
Junction with the new roundabout, at the location of the existing Farm Lane bridge crossing over the M49 Motorway, in the Parishes Almondsbury, and Pilning and Severn Beach, in the Unitary Authority area of South Gloucestershire.
1. A route (given the reference number 1 on the deposited plan) from the northbound carriageway of the M49 Motorway to the new roundabout.
2. A route (given the reference number 2 on the deposited plan) from the new roundabout to the southbound carriageway of the M49 Motorway.
3. A route (given the reference number 3 on the deposited plan) from the new roundabout to the northbound carriageway of the M49 Motorway.
4. A route (given the reference number 4 on the deposited plan) from the southbound carriageway of the M49 Motorway to the new roundabout.

This Instrument confirms a Scheme to construct four new Slip Roads to connect the M49 Motorway with a new roundabout, at the location of the existing Farm Lane bridge crossing over the M49 Motorway, in the Parishes of Almondsbury, and Pilning and Severn Beach, in the Unitary Authority area of South Gloucestershire and provides for each of the new special roads to become trunk roads on the date when the Scheme comes into force.
