Coming into force in accordance with regulation 1
The Secretary of State makes these Regulations in exercise of the powers conferred by section 8(1) of, and paragraph 21(b) of Schedule 7 to, the European Union (Withdrawal) Act 2018( 1).
The requirements of paragraph 3(2) of Schedule 7 to the European Union (Withdrawal) Act 2018 (relating to the appropriate Parliamentary procedure for these Regulations) have been satisfied.
1. These Regulations may be cited as the European Institutions and Consular Protection (Amendment etc.) (EU Exit) (Amendment) Regulations 2020 and come into force on IP completion day( 2).
2.—(1) The European Institutions and Consular Protection (Amendment etc.) (EU Exit) Regulations 2018( 3) are amended as follows.
(2) In the heading immediately before regulation 3, for “exit day” substitute “IP completion day”.
(3) In regulation 3, for “exit day” substitute “IP completion day”.
(4) Omit regulation 4.
(5) Omit regulation 5.
(6) In the heading immediately before regulation 6, for “exit day” substitute “IP completion day”.
(7) In regulation 6, in each place where it occurs, for “exit day” substitute “IP completion day”.
(8) Omit regulation 7.
(9) Omit regulation 8.

These Regulations are made in exercise of the powers conferred by section 8(1) of, and paragraph 21(b) of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c. 16)in order to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union.
These Regulations amend the European Institutions and Consular Protection (Amendment etc.) (EU Exit) Regulations 2018 ( S.I. 2018/1391). These Regulations amend references to “exit day” in the 2018 Regulations to “IP completion day”. These Regulations also omit certain regulations in the 2018 Regulations which are redundant as a result of provisions in the Withdrawal Agreement (which is the agreement between the United Kingdom and the European Union under Article 50(2) of the Treaty on European Union which sets out the arrangements for the United Kingdom’s withdrawal from the EU (as that agreement is modified from time to time in accordance with any provision of it)).
An impact assessment has not been produced for this instrument as no, or no significant, impact on the private or voluntary sector is foreseen.
Schedule 1 to the Interpretation Act 1978 (c.30)provides that “IP completion day” has the same meaning as in the European Union (Withdrawal Agreement) Act 2020 (c.1)(see section 39(1) to (5) of that Act).
