The Secretary of State makes the following Order in exercise of the powers conferred by section 11(1) of the Football Spectators Act 1989(1).
The Secretary of State has consulted the Sports Grounds Safety Authority(2), in accordance with section 11(4) of that Act.
1. This Order may be cited as the Football Spectators (Seating) Order 2020 and comes into force on 2nd October 2020.
2. The Secretary of State directs the Sports Grounds Safety Authority to include a condition imposing the requirements as respects the seating of spectators at designated football matches(3) specified in Schedule 1 in any licence to admit spectators(4) to the premises specified in Schedule 2.

The Order directs the Sports Grounds Safety Authority to include, in any licence granted to admit spectators to the Brentford Community Stadium, a condition imposing the requirements specified in Schedule 1: only seated accommodation is to be provided for spectators at designated football matches, and spectators may only be admitted to watch such a match from seated accommodation.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
1989 c. 37. Section 1(6A) defines "the licensing authority" to whom any direction is addressed as the Sports Grounds Safety Authority; section 1(6A) was inserted by paragraph 7(1) of Schedule 2 to the Sports Grounds Safety Authority Act 2011 (c. 6).
The Sports Grounds Safety Authority, previously called the Football Licensing Authority, was established by section 8 of and Schedule 2 to the Football Spectators Act 1989, and renamed by section 1(1) of the Sports Grounds Safety Authority Act 2011.
For the meaning of "designated football match", see section 1(2) of the Football Spectators Act 1989 and article 2 of the Football Spectators (Designation of Football Matches in England and Wales) Order 2000 (S.I. 2000/3331).
"Licence to admit spectators" is defined in section 1(7) of the Football Spectators Act 1989.
