The Secretary of State makes these Regulations in exercise of the powers conferred by sections 365(1) and (4)(b) and 402(3)(a) of the Communications Act 2003 (“the CA 2003”)( 1), including as extended by—
The Treasury has consented to the making of these Regulations in accordance with section 365(6) of the CA 2003.
1.—(1) These Regulations may be cited as the Communications (Television Licensing) (Amendment) Regulations 2024.
(2) These Regulations come into force on 1st April 2024.
(3) These Regulations have effect in respect of TV licences issued on or after 1st April 2024.
(4) These Regulations extend to—
(a) England and Wales, Scotland and Northern Ireland,
(b) the Channel Islands, except regulation 4(48) and (49) and Schedule 2, and
(c) the Isle of Man.
2. The Communications (Television Licensing) Regulations 2004( 7) are amended in accordance with regulations 3 to 5.
3.—(1) The Table in Schedule 1 (issue fees for TV licences) is amended as follows.
(2) In the third column of the row relating to TV licence (black and white only) General Form for “£53.50” substitute “£57.00”.
(3) In the third column of the row relating to TV licence (including colour) General Form for “£159.00” substitute “£169.50”.
(4) In the third column of the row relating to TV licence (black and white only) Multiple Form for “£53.50” substitute “£57.00”.
(5) In the third column of the row relating to TV licence (including colour) Multiple Form for “£159.00” substitute “£169.50”.
4.—(1) In Schedule 2 (fees for TV licences payable by instalments)—
(a) Part 1 (premium instalment television licence (including colour)) is amended in accordance with paragraph (2);
(b) Part 2 (budget instalment television licence (including colour)) is amended in accordance with paragraphs (3) to (9);
(c) Part 3 (easy entry television licence (including colour)) is amended in accordance with paragraphs (10) to (47);
(d) Part 4 (simple payment plan (not black and white only)) is amended in accordance with paragraphs (48) and (49).
(2) In paragraph 2(1)—
(a) for “£41.00” the first time it occurs substitute “£43.64”;

These Regulations amend the Communications (Television Licensing) Regulations 2004 ( S.I. 2004/692) by providing for increases in—
(a) the amount payable for most categories of TV licence;
(b) the amount of each instalment for certain categories of TV licence which are payable in instalments.
In summary—
(a) the amount usually payable for a colour TV licence is increased from £159.00 to £169.50 and that for a black and white TV licence is increased from £53.50 to £57.00 (see regulations 3 and 5);
(b) the instalments for a premium instalment TV licence are increased so that the total amount payable is increased from £164.00 to £174.50 (see regulation 4(1) and (2));
(c) the instalments for a budget instalment TV licence and for an easy entry TV licence are increased so that in each case the total amount payable is increased from £159.00 to £169.50 (see regulations 4(1) and (3) to (47));
(d) the instalments for a simple payment TV licence are increased so that the total amount payable is increased from £159.00 to £169.50 (see regulation 4(1), (48) and (49)).
An impact assessment has not been produced for this instrument as no significant impact on the private or voluntary sectors is foreseen.
