1. These Regulations come into force on 18 November 2010 and their title is The M4 Motorway (Junction 41, Westbound Exit Slip Road, Sunnycroft Roundabout, Baglan, Neath Port Talbot) (50 MPH Speed Limit) Regulations 2010.
2. In these Regulations-�
-�the M4 motorway-� means the M4 London to South Wales Motorway.
3. No person shall drive a vehicle at a speed exceeding 50 miles per hour on that length of the westbound exit slip road from Junction 41 of the M4 motorway that extends from a point 330 metres south east of its junction with the circulatory carriageway at Sunnycroft Roundabout, Baglan in the County Borough of Neath Port Talbot to a point where it merges with that circulatory carriageway.

The power to make regulations with respect to the use of special roads under section 17(2) and (3) of the Road Traffic Regulation Act 1984 (except with respect to special roads generally) lies with the Welsh Ministers so far as they are exercisable in relation to Wales.
In exercise of the above power, the Welsh Ministers make these Regulations which impose a maximum speed limit of 50 miles per hour (instead of the general 70 miles per hour speed limit imposed on motorways by the Motorways Traffic (Speed Limit) Regulations 1974 (S.I.1974/502)) on the length of the M4 motorway specified in the Regulations.
A full regulatory impact assessment has not been produced for this instrument as it is made for highway safety reasons and it has no impact on the costs of business.
1984 c. 27. By virtue of S.I. 1999/672, article 2 and Schedule 1, and section 162 of, and paragraph 30 of, Schedule 11 of the Government of Wales Act 2006 (c. 32), these powers are now exercisable by the Welsh Ministers in relation to Wales.
Section 134(2) was amended by the New Roads and Street Works Act 1991 (c. 22), Schedule 8, paragraph 77.
