I, Michael McDowell TD, Minister for Justice, Equality and Law Reform, in exercise of the powers conferred on me by section 12(4)(a) (inserted by section 7(g) of No. 17 of 1996 ), and as adapted by the Justice (Alteration of Name of Department and Title of Minister) Order 1997 ( SI No. 298 of 1997 ), after consultation with the Minister for Foreign Affairs and having had regard to the matters referred to in paragraph (b) of the said section 12(4), hereby order as follows:

1.--(1) This Order may be cited as the Refugee Act 1996 (Safe Countries of Origin) Order 2003.

(2) This Order shall come into operation on 15 September 2003.

2.--Each of the countries specified in the Schedule to this Order is designated as a safe country of origin within the meaning of section 12(4)(a) (inserted by section 7(g) of No. 17 of 1996 ).

Explanatory Note

(This note is not part of the Regulations and does not purport to be a legal interpretation).

The European Communities (Motor Vehicles Type Approval) Regulations 1978 ( S.I. No. 305 of 1978 ) implemented in Ireland those provisions of a number of European Community Directives which deal with the type approval of motor vehicles, their trailers and components. The relevant EC Directives are listed in the Schedule to those Regulations.

Subsequent Regulations have been made amending S.I. No. 305 of 1978 , the latest being S.I. No. 570 of 2002 , by substituting a new schedule to take account of certain type approval directives subsequently adopted.

These Regulations now amend the schedule to give effect in Irish law to the following Council and Commission Directives:

Council Directive No. 2003/19/EC amending Council Directive 97/27/EC of the European Parliament and of the Council relating to the masses and dimensions of certain categories of motor vehicles and their trailers.

Commission Directive 2003/76/EC amending Council Directive 70/220/EEC relating to the measures to be taken against air pollution by emissions from motor vehicles.

Commission Directive 2003/77/EC amending Directives 97/24/EC and 2002/24/EC of the European Parliament and of the Council relating to the Type Approval of two or three-wheel motor vehicles.
