Persons vexatiously entering caveat liable to costs and damages. 46. Every person knowingly and wilfully solemnizing any marriage, unless after due publication of banns or licence, or the issue of the registrar's certificate, or who shall knowingly and wilfully grant any such licence or publish any such banns after the issue of such licence or the publication of such banns shall have been lawfully forbidden by some person authorized as aforesaid, shall be guilty of felony.
